DHSUD eyes 3.2 million housing units by 2028


The Department of Human Settlements and Urban Development (DHSUD) on Wednesday night said it is planning to build 3.2 million housing units by 2028 or by the end of President Ferdinand Marcos, Jr’s term.


During the agency’s budget hearing for 2025, Rep. Yevgeny Emano asked DHSUD how many houses it could build realistically as of now considering its budget in the succeeding years. 


DHSUD Secretary Jose Acuzar said the 1.2 million housing units are already in the pipeline, while the other 2 million needs work.


Meanwhile, DHSUD Undersecretary Avelino Tolentino III said the target “is being crunched to determine” what could be guaranteed in the remaining four years of the Marcos administration.


“Kailangan matapos na ang aming pag-aaral kasi dapat tumanggap na kami ng mga proposals at contractors for the projects,” said Acuzar.


(We also need to finish the study because we need to accept proposals and contractors for the projects)


Acuzar said they also need to focus on how these would be constructed, noting the contractors’ capacity.


“Kakayanin ba itayo 'yan? Kailangan din pag-aralan 'yan,” he added.


(Can these be built? It also needs to be studied.)


In 2022, the DHSUD committed to building 1 million housing units annually to address the Philippines’ 6.5-million backlog in residential spaces.


Last month, the agency said that it is cutting by half the number of low-cost housing units it is targeting to build by 2028 because of delays, including in getting financing for housing developments.


DHSUD is seeking P6.4 billion budget for next year.
